Democrat Dave Roberts broke that streak by winning District 3 covering the northern part of San Diego as well as Escondido in 2012, but due to corruption issues he lost in 2016 to Republican Kristin Gaspar, giving the board its all-Republican majority back.
San Diego County’s board of supervisors was long dominated by the same 5 Republicans even as the county was going from strongly Republican to strongly Democratic. I’ve prioritized the larger counties with competitive races that have the potential to flip control: Here are a few counties I’ve been tracking. County supervisors also make good candidates for higher office in future races. Nevertheless, high Democratic enthusiasm, Clinton’s dominant performance in California, and many long-term incumbents being termed out mean that Democrats have a chance to make gains in county-level government across the state. This means that all races with only two candidates will necessarily get resolved in the lower-turnout June primary, giving Republicans an advantage and making it very difficult to take out incumbents. It doesn’t help that county-level races are nonpartisan, meaning that Republicans can hide their party affiliation in progressive areas and that the elections only go to a top-2 runoff in November if no candidate gets more than 50% in the June primary. County boards of supervisors in San Diego and Orange counties, the second and third largest counties in the state, have no Democrats on them even though Hillary Clinton won them by large margins. Democrats are the dominant party at the state and federal level in California, but they’ve struggled at the local level.
